Project Amanat Negara (PAN) is UKEC’s flagship intellectual conference convening leaders and students to debate national socio-political issues, featuring historical retrospectives and forward-looking policy discourse.

Institutional Purpose and Objectives

As UKEC's flagship intellectual conference, PAN brings together policymakers, corporate leaders, and students for panel discussions, keynote addresses, and debates. The forum provides cross-generational discourse on socio-political, economic, and cultural questions, equips students with critical analytical frameworks, and serves as an advocacy platform for youth perspectives on Malaysia's future.

PAN 2026 Operational Details

The 23rd edition is scheduled to take place in person on 5 December 2026. The official theme, venue, operational format, and speaker lineups remain subject to proposed updates and final confirmation.

Retrospective: PAN XXII 2025

Theme, Hosting, and Structural Framework

Held at the University of Sheffield Students’ Union, PAN XXII was co-hosted by the Sheffield Malaysian Students Association (SMSA) and the University of Sheffield Malaysian and Singaporean Society (MASSOC). Centered on the theme “The tree of the future grows from the seed in the past” (Benih Masa Lalu, Tunas Masa Hadapan), the forum mapped Malaysia's developmental trajectory through the metaphor of a tree, structuring sessions across progressive stages of national growth and resilience.

Core Agenda and Thematic Sessions

  • Foundational Identity and Resilience: An examination of the foundational principles of Malaysian identity, patriotism, and historical resilience, including strategic policy responses to critical junctures such as the 1997 Asian Financial Crisis.

  • Economic Competitiveness and STEM: An analysis of Malaysia’s export-driven economy, assessing the integration of STEM and sustainable practices to maintain global market relevance amid structural economic shifts.

  • National Policy Evaluation: Critical deliberations on the efficacy, relevance, and structural refinement of key domestic policies.

  • Education, Technology, and Social Cohesion: Focused discussions addressing structural education reform, ethical artificial intelligence governance, and pressing social issues such as institutional bullying.

  • Youth Leadership and Cross-Sectoral Innovation: A concluding exploration of youth-led collaborative models, synthesizing multi-sector capabilities to resolve complex systemic challenges.
